Ease of Living Index (EoLI)

The Ease of Living Index (EoLI) is an assessment tool by the Ministry of Housing and Urban Affairs that evaluates the quality of life and the impact of various initiatives for urban development in the city. It basically gives the knowledge on quality of life, the economic ability of the city, and its sustainability. There is also a survey held to prove this assessment through which the cities are ranked accordingly. The EoLI is being divided into two categories: Million+ populated cities and Less than a million populated cities.

According to the survey of 2020, the Bengaluru city was at its top performer in the category of "million+" followed by Pune, Ahmedabad, Chennai, Surat, Navi Mumbai, Coimbatore, Vadodara, Indore, and Greater Mumbai respectively.  Shimla was ranked the highest in the category of "less than a million" followed by Bhubaneshwar, Silvassa, Kakinada, Salem, Vellore, Gandhinagar, Gurugram, Davabgere, and Tiruchirappalli. But no city has been included from West Bengal because of the "Data Challenge". In the Municipal Performance Index, New Delhi Municipal Council topped the index in the
"less than a million" category. Indore topped the "Municipal Performance Index" in the "million+" category.

With this tool, it is more likely for people to move into different cities according to their comfort found in the top-ranked cities. This will eventually build up the economy of the city which in turn builds the economy of the country. But this has got one disadvantage which is to be noted. If people move into different top-ranked cities according to their comfort, the space of the city will rapidly decrease which will lead to over-population in that particular city. This will bring grave danger to the environment. Thus over-population must not be encouraged in the top-ranked cities.
